You are entitled and encouraged to complain if you believe that your participation in non-governmental organisations or political parties has been unlawfully restricted.
Administrative proceedings
If your party has been refused registration, you may contest the respective decision before the court. The authorities cannot decide to dissolve a party. Such a decision is taken only by a court on the basis of a lawsuit filed by the Ministry of Justice.
In case your NGO has been refused registration, you may similarly contest the respective decision before the court in accordance with the Administrative Code. An NGO can only be forcibly liquidated by a court decision based on an application made by the Ministry of Justice.
Other public institutions
If your right to participate in or establish a public organisation such as an NGO or a political party is restricted by law or otherwise, and you believe that this legal regulation or practice is incompatible with human rights, you may also complain to the court, to the Ombudsman or, in case of discrimination, to the Equality Council.
Complaints to international human rights bodies
If you believe that the violation of your rights has not been remedied by Moldovan institutions or courts, you should submit a complaint to international or European institution, such as the European Court of Human Rights or the UN Human Rights Committee.
